Reading an article in Asian Times had me draw some connections. See what you think.

Breaking up Iraq
Several Iranian websites have widely reported a plan to break up Iraq into three Shi'ite southern mini-states, two Kurdish mini-states and one Sunni mini-state - with Baghdad as the seat of a federal government. Each mini-state would be in charge of law and order and the economy within its own borders, with Baghdad in charge of foreign policy and military coordination. The plan was allegedly conceived by David Philip, a former White House adviser working for the American Foreign Policy Council (AFPC). The AFPC is financed by the Lynde and Harry Bradley Foundation, which has also funded both the ultra-hawkish Project for a New American Century and American Enterprise Institute.

I think you'll be amazed at the prescience of the 1982 document:

Lebanon's total dissolution into five provinces serves as a precendent for the entire Arab world including Egypt, Syria, Iraq and the Arabian peninsula and is already following that track. The dissolution of Syria and Iraq later on into ethnically or religiously unqiue areas such as in Lebanon, is Israel's primary target on the Eastern front in the long run, while the dissolution of the military power of those states serves as the primary short term target. Syria will fall apart, in accordance with its ethnic and religious structure, into several states such as in present day Lebanon, so that there will be a Shi'ite Alawi state along its coast, a Sunni state in the Aleppo area, another Sunni state in Damascus hostile to its northern neighbor, and the Druzes who will set up a state, maybe even in our Golan, and certainly in the Hauran and in northern Jordan. This state of affairs will be the guarantee for peace and security in the area in the long run, and that aim is already within our reach today.
But there's more:
Iraq, rich in oil on the one hand and internally torn on the other, is guaranteed as a candidate for Israel's targets. Its dissolution is even more important for us than that of Syria. Iraq is stronger than Syria. In the short run it is Iraqi power which constitutes the greatest threat to Israel. An Iraqi-Iranian war will tear Iraq apart and cause its downfall at home even before it is able to organize a struggle on a wide front against us. Every kind of inter-Arab confrontation will assist us in the short run and will shorten the way to the more important aim of breaking up Iraq into denominations as in Syria and in Lebanon. In Iraq, a division into provinces along ethnic/religious lines as in Syria during Ottoman times is possible. So, three (or more) states will exist around the three major cities: Basra, Baghdad and Mosul, and Shi'ite areas in the south will separate from the Sunni and Kurdish north. It is possible that the present Iranian-Iraqi confrontation will deepen this polarization.
The Asia Times article describes a possible US divide and conquer technique that could be being used in Iraq to keep the many militias there from uniting terming this move to pit Iraqis against Iraqis "Iraqification".
In October 2002, Defense Secretary Donald Rumsfeld invented a secret army - one of his pet projects. According to the Pentagon's Defense Science Board, the goal of Rumsfeld's army - the 100-member, US$100 million-a-year Proactive, Preemptive Operations Group (P2OG) - would carry out secret operations designed to "stimulate reactions" among "terrorist groups", thus exposing them to "counter-attack" by the P2OG. The stock in trade of Rumsfeld's army is assassinations, sabotage, deception, the whole arsenal of black ops. Iraq is the perfect lab for it. "Iraqification" means in fact "Salvadorization". No wonder old faces are back in the game. James Steele, leader of a Special Forces team in El Salvador in the early 1980s, is in Iraq. Steve Casteel, a former top official involved in the "drug wars" in Bolivia, Peru and Colombia, is also in Iraq. He is a senior adviser in - where else - the Interior Ministry, to which friendly militias are subordinated.
Hamas was allowed to exist by the Israeli Government as a fundamentalist stick-in-the-spokes to the PLO; could that be the role model for Rumsfelds black ops group?

"You can’t fight terror [conclusively] in the midst of a counter-insurgency campaign" like Iraq, Lt. Col. Erez Wiener, Israel Defense Forces (IDF) division operations chief for the West Bank region, tells Defense Daily. "It requires continuous presence in the field and operations amongst the entire population."

"Impersonation units," have been key to the Israeli anti-terror fight Erez says.

Of the 2,200 arrests Israelis made in the West Bank last year, about 1,500 were conducted by special operation forces (SOF), including 366 by a special Arab impersonation unit, he explained. These specially selected and trained personnel have demonstrated the ability to completely blend into the opposing population for intelligence and operational purposes.



"[O]perational purposes" include commiting violent acts to sabotage the peace process, further ensuring Israels hold on territory as illegal settlements grow into ever larger "facts on the ground"? The US would likewise lose its hold on Iraq if peace there was achieved.

A phony Al Qaeda cell in the Occupied Territories, actually Israel's Mossad in action has been well documented.

Could Rumsfeld's P2OG be committed to simuliar activities? A pretty awful thought, but with the neocons in control...
